The Campbell ease, although the country has to think about

far more important subjects, has quite rightly not been allowed to drop during the election campaign. Very damaging charges have been made against the Government, notably by Sir Douglas Hogg, Sir Alfred Mond and Lord Billenhead.. Such charges .ought to be met. The need for an inquiry has not been disposed of merely because the Government fell and Parliament was dissolved. Sir Douglas Hogg stated that he had heard that the dossier of. he Campbell case at the, office, of the Director of Public Prosecutions is marked "With- drawn by order of the Prime Minister." Sir Douglas Hogg, who is a scrupulous man and has a very carefully trained mind, would not, of course, throw out a highly injurious suggestion of this kind unless he had some adequate reason for believing in it.
