Sir: The real problem in Israel is to allay Jewish

fears of being swamped by Arabs. There is only one way to help the Arab refugees, therefore — by removing the fear. This can be done by: (a) Pressing the Soviet to release all Jews who wish to go to Israel; (b) Asking Arab states to cease beating war drums and stop circulating anti-Jewish propaganda; (c) Initiating Arab-Jewish dialogue, particularly at western universities; (d) Demanding international action against all terrorism and revenge;

(e) Encouraging all Zionists to settle in Israel.

This programme would render impotent the extremists and demagogues on both sides; it would also create a climate of opinion among Jews to take action to restore the rights of the Arab ref uaeas.
