- It was announced last week that in addition to

other advantages and assistance given to emigrants or, as we now say, overseas settlers, a passage from this country and up the St. Lawrence to Quebec will be given for £3. We do not know in what proportion we should express appreciation of the willingness of the Treasury, the Canadian Government and the Steamship Companies to meet the immediate losses entailed. Canada urgently needs men and women 'in her empty spaces. The tide of immigration from the United States has ebbed and is for the moment set unfortunately in the other direction. Here we are supporting non-producers by the " dole," and it would be economically worth while to send them freely to the Dominions at the public expense, for,- with a little training and their own good will, many would become excellent Canadians. We trust that the offer will be accepted by many and that it will encourage emigration' on a large scale: We also hope that Lord Apsley's account of his and Lady Apsley's " emigration " to Australia which has appeared in the Times may be reproduced so as to reach the people who in greatest numbers might be 'stirred by the attractive picture he gives. . . . . * .* *.
