Reprisals and After

SIR,— I would be greatly interested to know in what way the American forces in South Vietnam are defending essential freedoms or putting the Asian people in the way of doing so. There has been no election in South Vietnam since the end of the French war in 1954. Although the US,unfortunately did not sign the Geneva Agreement. they did under- take not to upset it by force. They have broken their word, and most of the arms in that unlucky country are of American origin. It is largely due to American anti-Communism that China is driven to extreme attitudes. The US kept China out of the United Nations.

'In the end peace can be resolved only at the con- ference table.' That, sir, is very true. At the con- ference table it might be possible to agree that armed forces be withdrawn from both North and South Vietnam. This would not be to 'hand the South over to the North,' but to give the country a chance to govern itself without outside inter- ference from capitalist or Communist.
