* * * * At Hankow, the Chinese local authorities

have broken their pledges in regard to the separate administration of the former German and Russian Concessions. Inciden. tally their action is a direct challenge to the central Government at Nanking, but it is not likely that the central Government feels strong enough to call the Hupeh Provincial Government to order. Both the Nanking-Government and the Hupeh Provincial Govern. inent promised only the other day that no further change should be made in the administration of the former Concessions ; yet now the local authorities are levying taxes on these Concessions to which they are not entitled. That is adding injury to injury as, according to the Shanghai correspondent of the Times, not a penny of. interest has so far been paid on the municipal debentures; * * * *
