Sir: I have just seen some dozen British Telecom vans clamped by various kerb- sides near your offices.

My initial amusement, however, was attenuated by the thought that the fines would not be deducted from management bonuses (or shareholders' funds) but on- charged to the customer. Is this another example of what Paul Johnson and Felix Pryor have latterly observed, the poll tax by other means?
