In the midst of all this, the Finance Minister appears

to have _found some resources, for he telegraphs to the Financial Com- missioner in London that he is sending the funds necessary to pay the coupons on the external debt, and that all coupons pre- sented up to the ,first Tuesday in August will be paid. The Stock Exchange seems incredulous, but there must be a good many persons strongly interested in helping Spain to avoid actual bankruptcy, after which everything would be seized. It will be remembered that the device of forced paper was rejected by the Cortes, and that Senor Carbajal says the country could bear much more taxation, if only order could be restored.
