What is this Final Court of Appeal to be ?

The Report proposes that it should consist of lay judges of the highest rank, but that they should not deal with any matter of doctrine, discipline or use. Such matters , would be referred to an Assembly of the Archbishops and Bishops of both provinces. The decision of the majority of that Assembly on those particular matters should be binding on the Final Court of Appeal. The Final Court of Appeal would deliver judgment after duly taking such a decision into account. The meaning of all this is that the Final Court of Appeal would see that personal justice was done without being called upon to decide upon matters of doctrine and the like.
