King LEOPOLD is willing to sign the Twenty-four Articles, in compliance with the requisition of France and England; but his subjects are exasperated at the idea of having a large sum of money to pay to their old masters; and LEOPOLD, it is rumoured, has no objection to find an excuse for submission in the threaten- ing attitude of France.
