Mr. Baldwin 'set to work at once to form his

Adminis- tration and he has made excellent progress. It is very satisfactory that nearly all of the Ministers who served under Mr. Bonar Law are ready to continue in their old positions. Lord Curzon will still be Secretary for Foreign Affairs. A doubt was expressed as to whether he would be willing to remain under Mr. Baldwin, but the doubt was surely in itself a reflection upon Lord Curzon's sense ' of duty. He is by far the most experienced and most able Foreign Secretary we could have. We are convinced that nothing but some reason of health would have caused him to refuse Mr. Baldwin's offer.
