It was announced on Monday that the Spanish Government had

agreed to restore the value of the Queen Victoria, to compensate Francisco, Homedes, the owner of the vessel, and to punish the officers who seized her. Everything demanded is in fact con- ceded except the apology, which, nevertheless, is contained in the concession. Lord Stanley, it must be confessed, has managed his first great affair well, though it is seldom a State has so clear a case as that of the Queen Victoria.
