The notion that ignorant impatience of taxation is a democratic

quality is likely to become obsolete. The taxation of the United States is about 80,000,000/. a year, that of the State of New Y-ork, 2,000,0001., and that of New York City, 8,000,000/. Every New York citizen pays therefore about 8/. to his city, 12s. to his State, and 2/. 15s. to his country, making together more than 13/. Part of the city revenue comes from property, but the actual taxes head by head must exceed those borne in any country in the world, except New Zealand, which also is democratic.
