The French Ministry appears to be in a very unsettled

state. THIERS is said to have recurred to his opinion of the neces- sity of effectual operations for putting down the Carlist insur- rection in Spain. This obstinacy, on the part of a Minister whom he expected to find tractable, annoys the King ; who, how- ever, it is supposed will risk the opposition of TRIERS in the Chamber of Deputies, rather than give up his own policy.
