By command of MINA, the Constitution of 1812 has at

length been proclaimed at Barcelona, and in Catalonia generally. A fresh insur- rection, the character of which is not mentioned, broke out in Corunna on the 21st instant, but was suppressed. It is said that all the Spanish Proceres, without exception, have refused to swear to the Constitution. The persons employed in the Foreign Office have sent in their resig- nations to the new Minister, "in a mass." If they had not so magnani- mously resigned, no doubt they would have been turned out.
