By the Lady Jocelyn, which arrived yesterday at Plymouth, we

have received •files of the Cape Town Mail to the 21st July. The journals are occupied with the progress of the elections ; heading the accounts ot meetings, and the reprints of requisitions and addresses, " Cape Parlia- ment' We extract a statement regarding tho revenue- "The comparative statement of revenue and expenditure, for the second quarters of 1852 and 1853, exhibits a large increase of income for the present year, being 84,3141. to 75,1081. Without new taxes, and without burden- some imposts of any description, the Colonial revenue has steadily increased for many years, and now greatly exceeds the expenditure; while all debts have been discharged. For 1853, the receipts at the Treasury will probably • exceed the sum of 330,0001. The ordinary expenditure may be about 240,000/. ; leaving a balance on this year alone of some 90,0001. This amply provides for the additional charge about to be incurred for the Border Police, which, as well as the whole military expenditure, has hitherto been borne by the Mother-country.
