Within the meaning of the Act

Sir: In the First World War, my father died as an Austrian officer; this will explain why I was mildly amused to read the indignant statement of Mr Auberon Waugh (6 Decem- ber): The Government rests its case upon the suggestion that starvation of civilians is a permissible act of war.' Suggestion indeed!

I am old enough to remember the dnalon- strations by crowds of hungry women in 1918. I have no wish to depreciate the feats of the British seamen and soldiers who, by their gallantry, kept up the blockade and produced the starvation. But the Austrian armies—stand- ing in Italyand the German armies—Stand- ing in France—would never have surrendered without this starvation; the Governments of Lloyd George and Cl6menceau fully intended it. The Nigerian government appears to have good precedent behind it.
