THE Prime Minister has issued his Circular to the Liberal party, and tells them that " immediately after " the Address and the debate on it, to take place on Tuesday, the 6th February, " the Speaker will retire from the chair which he has occupied so long and with so much honour. The House will then be invited to proceed to the election of a successor." It seems to be understood that the claim of Mr. Brand will be uncontested, English politi- cians never caring to look beyond the merits of the individual case. It is also generally understood that there will be no amendment to the Address, though we conclude that some very pungent speeches may be expected before the Speaker retires.
