The American Congress has voted the men and the money

required by the President, and twenty per cent. more, and the House of Re- presentatives has affirmed by 92 to 55 that it is "no part of the duty of officers to capture fugitive slaves." The hand moves slowly on the dial, but it moves, and when the finger passes the hour, the knell of slavery will ring out with a clang which will startle Europe.
