The Special Committee of the Lords appointed, on Lord Lif-

ford's motion, to report on the working of the Irish Land Act, have reported against any change, more particularly in the Tribunals of First Instance. They only recommend that the Chairmen should be empowered on their discretion to reserve cases on matter of law for the Court of Land Cases Reserved. This decision will give the greatest satisfaction in Ireland, where it is quite under- stood that the successful working of the Land Law has been greatly facilitated by the experience of the Chairmen, who are the County Court Judges, and in that capacity enjoy the full confidence of the people.
