twelve years' service as Parliamentary Secretary to the Admiralty, was appointed Minister of Labour. Sir Robert Horne, having achieved success at the Ministry of Labour, was transferred to the Board of Trade. Mr. McCurdy, hitherto Parliamentary. Secretary to the Ministry of Food, was promoted to be Food Controller. Mr. J. A. Clyde, the Lord Advocate, became Lord President of the Court of Session. These changes necessitate five by-elections, in Camberwell, Glasgow, North- ampton, and in two Edinburgh divisions. Meanwhile the Argyllshire by-election, occasioned by the- appointment of Sir William Sutherland as a Coalition Whip, has resulted in his return by a majority- of 4,689 over a well-known Presbyterian minister who stood as-a Labour candidate.
