Most of the Courts of Europe are evidently perplexed by
the Washington " Note " upon the Roumanian Jews. That Note has been endorsed by Great Britain, and may, it is said, be endorsed by France; but Austria and Russia delay their reply, and the German Empire professes to have nothing to do with the matter. The Roumanians say they will not alter their policy, but will continue to drive Jews .beyond their borders, and the reactionary parties everywhere strongly condemn American " interference." Nevertheless, it is probable that President Roosevelt's protest will produce some effect. The Roumanians feel, though they resent, the condemnation of the civilised world ; they are sure to receive hints to make their policy more moderate; and they will be much embarrassed by a direct quarrel with the financial magnates. The total result will be hesitation at Bucharest, where hitherto they seem to have believed that Jews, being unpopular everywhere, might be persecuted in any particular place ad misericordiam.
