THORN, Governor of Luxembourg, by a band of Dutch marauders under the well-known chief TORNACO, and his incarceration in the fortress of Luxembourg. The Dutch en- deavour to get over the charge of violating the territory of Belgium, by saying that its independence' bas never been recognized, and therefore •the law of nations is not applicable to its-case..
