(Allen and Unwin. 8s. 6d. net.)— This volume contains two speeches of 1867 on the Balance of Power as contrasted with the doctrine of nationalities and on the Roman question, and an account of the origin of the Franco- Prussian War, given before a, Committee of Inquiry in 1871. M. Thiers was a very able man, and his views on foreign policy are still widely shared in France. It is well to remember that in 1867 he was advocating a close understanding with Great Britain for the maintenance of peace in Europe. In this respect he was a true prophet. The speeches have been translated and edited with great care.
