Dr. Burgiti's " official " amendment defines an illegal strike

as one of which the effect is "to expose the community, or any substantial portion of the community, to danger to health or safety by interfering with the supplies or distribution of essential food, water, fuel, light, medical or sanitary 'services or other .necessities of life." This amendnient does not interfere with the Government's proposal to bring the -.question of legality before the Courts. 'It does,' however, greatly simplify the reference t6 the Court. It *does not ask the Judges to decide whether' the "primary object" of a strike is industrial or" pOlitical. It 'merely asks them whether the -strike is exposing the health of the community to risks.
