It is stated in letters from Paris, received this morning,

that the arbitrary laws introduced by Ministers into the Chamber of Deputies have produced alarm, and painful sensations. That which decrees ten years' banishment as the punishment for riot revealiug plots, is espe- cially odious, as tending to raise up a host of spies and informers. The state of Paris, and of France generally, is represented as being very sickly.
