The second edition of the Morning Chronicle has intelligence from

Lisbon to the 18th instant. The Portuguese proposals for a new tariff were delivered to Lord Howard de Walden on the 16th; but the farther alterations offered to Great Britain are so slight, and coupled with such conditions, that "there is no chance of their being accepted by the British Government ; which will no doubt consider them as the ulti- matum of Portugal ; and their rejection, therefore, will be tantamount to breaking off the negotiation for a tariff-convention for the present."
