His wish is that the clauses in the Treaty of Versailles providing for the occupation of the left bank of the Rhine, for the disarming of the Rhine region and for a neutral zone across the Rhine, should be regarded as so sacred and immutable that any trans- gression on the part of Germany against these clauses should in itself be regarded as " unprovoked aggression."
