It is one of the drawbacks of the arts and

tricks of publicity that success has generally to be organized by creating an atmo- sphere of success. Some people, for example, may be inclined to conclude from all they read in the papers that the Loan is already a success, or in a fair way to be a success, and that they are relieved from the obligation to subscribe. Nothing could be a madder misreading of the facts. The duty still lies upon everybody. The country simply cannot afford to fail. Failure means disaster for all. Success is by no means yet assured.
