No final arrangement of the affairs of Turkey and Egypt

has been made ; but the latest letters from Constantinople mention, that a manifesto, guaranteeing the territorial integrity of the Otto- man empire and the maintenance of the present dynasty, had been presented to the Porte by the Representatives of England, France, and Austria : Russia and Prussia had declined to become parties to the declaration. The British fleet in the Levant has been rein- forced with three line-of-battle-ships and the Gorgon steamer. A further augmentation is expected.
