The Emperor of the French leaves Paris, it is said,

for Algeria to-day. The real object of his journey is, it is said, to try some arsenicated waters near Constantine, but the ostensible object is to meet certain leading Arab chiefs, on whom the personal presence of the "Frank Sultan" is expected to exercise a great effect. A plan said to have been proposed by the Emperor for the future government of Algeria, but rejected by all his advisers, is discussed in another column.
