Prince Bismarck on Monday made a speech to the German

Reichstag in which he stated that Germany had 600,000 troops in France, and he could move 200,000 on Paris, but he had been unable to recommend intervention to the Emperor. He should only intervene if the interests of Germany were menaced, but he- inclined to believe that the Government would put down the revolt and become strong enough to fulfil its engagements to Germany.. He thought that, with the hold Germany had on France, there was. no fear for the indemnity ; but as the daily rations were not supplied, he might be compelled to revert to requisitions. Her took power to raise a loan of £18,000,000.
