Sad, but true

Sir: I was pleased to read the letter from Brenda Holliday (Letters, 22 April). I, like her, am led up with the assumption that the Community Charge was an ill-advised tax'.

The tax charged upon individual adults sought to rest responsibility with the indi- vidual for their use of local services.

In a similar vein, the Child Support Agency seeks to place responsibility on parents for their children. From the corn- Plaints received so far, it is likely that this will experience the same fate as the Community Charge.
