His own supporters—peasants—insisted on this, while his opponents demanded the withdrawal of the plan altogether. The point now is whether the " profound modification" will reduce the total number required each year, or whether it will only enable the Legislative Body to fix the totals—a privilege it possesses now, but is afraid to use.
