A DECLINE OF POPULATION ?

SIR,—Regarding your reference to " conditions which for some years have indicated a coming decline of population," I beg to submit that you should have said a coming excess of deaths over births, because there will be no decline of popula- tion if our Government admits a fraction of the healthy young workers from the Continent who will wish to transfer
