Many are cosmopolitan, such as, " Three removes are as bad as one fire," or " All comes" in time to him who waits." " Let him who fears the frost plant no vineyards " is an echo from Ecclesiastes. One is particularly suitable for modern politicians and voters, " He who talks of rights should never milk a cow." Some have a grim .direetness today—" Better a Turk after you with the sword than a German after you with the pen " ; " Even the Emperor cannot feast from an empty dish " ; and " God's will is stronger than the Emperor's.".
