President Wilson sent a Note to the League of Nations

last week in which he declined to propose American help for Armenia unless the Powers made " a public and solemn engage- ment " to guarantee Russia against aggression. The President expressed the belief that this would be a test of the good faith of the Bolsheviks, who profess that they cannot demobilize the Red armies for fear of attack. He added that it was futile to seek peace in the Caucasus without at the same time facing the vast Russian problem. The President's views are sound enough, but Armenia hoped for something more than advice from Washington.
