The real objection to calling in the League is that

neither the United States not Russia is a member. As things are, it would be tactless, even if it were not useless, to ask the United States to be a party to any transaction conducted by the League. As for the Soviet it is futile to invite it to join in any feast of reason. It is obvious that the Soviet desires nothing more than to embroil Great Britain in a war with China. If there were no other reason for proceeding with exceptional care in China that would be an all-sufficient reason for keeping our heads out of the snare.
