On Tuesday Herr Stresemann spoke again, and made some pointed

remarks about the urgent need for economic co-operation in Europe to meet the impact of the American colossus. We respect him for his frank statement that in German eyes the Saar question also belongs to that " liquidation of the War " which is now the accepted international policy. His references to the Mandates system and " British unification plans in East Africa," on the other hand, show him to be misinformed as to the aims of our Colonial Office (as distinct from a vocal section of colonial opinion), whose purpose is—and must be—the extension of the principles practised under British administration and adopted in the Mandates.
