Sir Henry Betterton was in excellent form on the Ministry

of Labour estimates. He is one of the few whom tenure of that office has not broken. On the contrary, there is increasingly shrewd judgement behind a rather hesitating delivery. The debate showed a remarkable disappearance of the Opposition canard that training and instructional centres are " concentration camps," and the Minister is so personally popular that even his purely destructive criticism of the draft 40-hour week Convention did not arouse a storm. The debate on the Betting Bill was a little disappointing ; but on the whole the House of Commons was more favourable to the Bill than the House of Lords.
