up unmarried shirkers, but such men will not " stick it" with the same patriotic persistence as do those who have voluntarily come forward. They should be formed into separate battalions and employed on the lines of communication and general fatigues under officers of the "old school." They would naturally be the last to be discharged on the conclusion of the war. —I am, Sir, &c.,
