When Sir Esme Howard was in Toronto recently at a

large gathering he said he would be delighted to represent the interests of Canada to the best of his ability so long as Canada was satisfied to leave its interests in the hands of the British Ambassador. Perhaps some Canadian reader of the Spectator can tell me why it is that the appointment of a Canadian representative at Washington hangs fire. For five or six successive years an appropriation has been presented in the Canadian Parliament in the estimates of £12,000 for such a purpose and yet no appointment has been made. There must be many Canadians who could represent their country in the capital of the United States with distinction. Is the delay owing to the fact that many Canadians are not themselves convinced of the necessity of the appointment ? * * * *
