Personally I would like to see a Ministry of the

Arts stimulating municipal and county activities. And if this were done, the problem of the bored and frustrated teenager, with whom I sympathise wholly, could be overcome. Let them be encouraged to build their own art centres and theatres in every town in the country—with their own hands. If the Government were to provide the sites and the materials, this fount of frustrated energy could, if directed, put brick upon brick and give even such dumps as Clacton some of the attributes of a civilised city. To my way of thinking Belgravia is a Depressed Area.
