Germany, the French believe, is already seeking to profit by

the supposed unwillingness of America to ratify the Versailles Treaty. On Monday the Supreme Council in Paris found that the German delegates had returned home, instead of attending to complete the final arrangements for putting the Treaty into effect. General Berthelot openly attributed their retirement to a misconception of Senator Lodge's proposal to make a separate peace between America and Germany. It need hardly be said that, until the peace is ratified, America is at war and the President has the sole control of the American troops on the Rhine. The Allies have the forces available to deal with an evasive or aggressive Germany. But it is a deplorable thing that the Germans should be given any excuse for supposing that the Allies arc no longer united or resolute in enforcing the peace which they have won at so great a cost.
