So high an opinion do we entertain, not only of

the duties per- formed by the National Savings Committee, but of their knowledge of the habits of small investors—that now means the financial habits of the vast majority of the population—that for us at any rate the decision is final. Though we still hold that Premium Bonds differ very much from a State lottery, we must withdraw unreservedly the somewhat reluctant support which we lately gave to the suggestion that the issue of Premium Bonds should be regarded as an open question. After the grave warning given in the Committee's Report, the Government will undertake a very heavy responsibility by leaving the decision to the House of Commons. It is their duty to give the country a lead on this subject, and In the .direction indicated by those to whom they entrusted the education of the nation in the matter of saving.
