On Wednesday evening Sir Henry Campbell-Bannerman addressed a Liberal gathering

at Norwich in connection with the Eastern Counties Liberal Federation. He began with an emphatic declaration on the North Sea outrage. He did not suppose that the atrocious act was in any way authorised by the Russian Government, but it seemed impossible that it could have been an accident or a misunderstanding, and it was on too large and deliberate a scale for a blunder. At

present the whole affair was a mystery, and he hoped that Russia would at once make the reparation we required, and give us a full guarantee against a. repetition of such a per- formance. The Government in acting as they had done had the full support of all parties.
