GERMANY has at last decided to cease passive resistance in the Ruhr. The heads of the States summoned to a conference decided unanimously that the policy could not be continued if only for financial reasons. Public opinion in Germany expects, however, that there should be at least something to show in return for surrender—for instance, amnesty and repatriation for all the deported persons. Dr. Stresemann has actually been threatened with assassination if he should give way unconditionally. But what is the alternative to the disappearance of the Stresemann Cabinet ? Only too probably the alternative would be a dictatorship from the extreme Right. Chaos would then be certain, for the Right is even more strongly opposed than the other parties to France.
