Mr. Churchill concluded by saying that the flat season which

had just begun would be the test of the tax It was true that so far the Exchequer had received only half of the estimated revenue, but over a full year the estimate might not be very far out. There could therefore be no question of altering the tax until the flat racing season had thrown more light upon its working. Mr. Churchill added that it might be desirable in the end to introduce the totalisator of which he had a higher opinion than he once held. * * * *
