It is pretty evident that the cue of the Liberal

chiefs just at present is to be quiet. Mr.,O,Villiers, who is a genuine Reformer, and who can speak, has been asked to address a meeting in his own borough, but declines, on the ground that his attendance might fetter his action in the House. Reformers have not long to wait for the Government programme, and till that is out all meet- ings must now be half-hearted.
