Mr. Lowell, in the admirable speech on which we have

else- where commented, at the dinner to the Chambers of Commerce, dropped a remark which it would be well, we imagine, for the Colonial Office to note carefully, though we do not spppose that Mr. Lowell meant it as a hint. He spoke of the United States as exemplifying "what the Colonies of England may come to, if they are not wisely treated." Are there not at the present time colonies of England which are pondering that very question, under the irritation of needless, unmeaning, and even unin- tended, but not unresented neglect ?
