rroE Vicey, at the opening of the Budget SesSiOn of the Indian Legislative Assembly, on Monday made some important statements. The Governor of Kenya, he said, had offered, " for purposes of discussion," temporarily to appoint to the Kenya Executive Council a member of the Indian Civil Service nominated by the Viceroy. His Majesty's Government had pledged itself to take no decision on the Hilton Young Report on East Africa until the fullest consideration had been given to representations- from India. Next Lord Irwin announced that His Majesty had agreed to appoint a Royal Commission to examine all the Indian problems which had been brought to a point by the Trades Disputes Bill.
